Since November 1998, three Ghanaian NGOs have been managing and running CLCs in Accra, Kumasi, and Cape Coast. 70-649 The purpose of the centers is to empower individuals and organizations for local development by providing public access—particularly for low-income populations—to the Internet and other ICTs. In just a little over two years, the centers grew from small, relatively obscure offices to popular establishments with their waiting rooms filled. Ranging in age from eight to 67, with 85 percent between 18 and 40, the vast majority of clients are males. However, female enrollment has been growing steadily, in part due to the CLCs’ creative outreach campaigns.
